Crystal has served clients in South Korea as well as Japan, Guam, and currently serving clients in Israel and within the continental United States. Crystal maintains offices in Leesburg, VA, Arlington, VA and a presence in Tel Aviv, Israel. Our team in Israel is providing PMO services for a major Data Center consolidation and Base Relocation Program.
Crystal has successfully met the challenges of providing solutions and resources in the PACRIM. Our leadership and supporting staff are experienced in timely hiring and establishing regionalized solutions, systems and processes. We are fully experienced with:
- Status of Forces Agreement (SOFA) requirements
- Overseas personnel relocations and temporary duty assignments (TDYs)
- Overseas shipment and receipt of products, etc.

John Lehman and Dawn McKenna co-founded Crystal Management Consulting, LLC in 2005 as a Service Disabled Veteran Owned Small Business (SDVOSB). Their motivation and ability to bring Crystal into being stemmed from experience and insights gained in the leadership and management of the Pentagon Renovation (PENREN) Program Office’s Command Communications Survivability Program (CCSP). The CCSP mandate had been to mitigate vulnerabilities and points of failure in the common IT infrastructure within the Pentagon, and associated sites, that were identified during recovery and analysis activities following the September 11, 2001 attack.
In 2007, Crystal commenced C4I Program support responsibilities as a part of a Republic of Korea/United States Program Management Consortium created to provide program management services in support of the Yongsan Relocation Plan/US Forces Korea Base Relocation in the Republic of Korea. Crystal provides the primary leadership for the C4I element of this program as well as the majority of engineers and other subject matter experts necessary for C4I support.
In 2009, partner Ernie Willard joined Crystal corporate leadership as a partner. Ernie has deep expertise gained from supporting the Departments of Homeland Security and Justice.
In 2009 Crystal Management Consulting, LLC became Crystal Management, LLC.
